What is OregonSaves
What It Is. What You Need to Do. How We Help.
Quick Overview
OregonSaves is a state-run Roth IRA program for employees who don’t have access to a workplace retirement plan.
If you have employees in Oregon, you must either:
- Offer a qualified retirement plan, or
- Register for OregonSaves
There is no opt-out for employers. Action is required.
What OregonSaves Means for You
If you do NOT offer a retirement plan
- You must enroll in OregonSaves
- Employees are automatically enrolled (they can opt out)
- Payroll deductions go into a Roth IRA
- You handle administration only (no employer contributions required)
If you DO offer a retirement plan
- You are exempt
- You must file a Certificate of Exemption
- Must re-certify periodically
Key Points
- Applies to all Oregon-based employees
- Mandatory compliance for employers
- Employees are auto-enrolled unless they opt out
- No employer contributions required under OregonSaves
- Roth IRA only (after-tax contributions)
The Reality
OregonSaves checks the compliance box.
It does not replace a well-designed retirement plan.
Limitations:
- Low contribution limits vs. 401(k)
- No employer contribution options
- Limited plan design flexibility
- Minimal impact on retention and tax strategy
Better Option: Employer-Sponsored Plan
Many businesses are better off offering a plan like a 401(k).
Why:
- Higher contribution limits
- Tax advantages for owners
- Stronger employee benefit
- More control and flexibility
In many cases, the cost difference is smaller than expected.
